The FCC Spectrum Auction created an opportunity for transformation. When KVCR Television and Radio Station received funding to transition from UHF to VHF frequencies, San Bernardino Community College District used the moment to modernize everything—technology, infrastructure, and the physical building itself. The goal was to create a premier media center capable of delivering innovative, meaningful content to the Inland Empire.

  • After assessing the outdated facilities, it became clear the project would require a new 345-foot broadcast tower in Box Springs, complete technology modernization at the Valley Campus, upgrades at multiple transmitter sites, and a major renovation of the campus building. NCA Studio was selected as Program Manager to guide this complex, multi-year effort.

     

    Building Renovation

    The 18,000 square-foot campus building needed a complete reimagining. New studios were created, existing studios reconfigured, and office spaces redesigned to align with KVCR's mission and branding. We worked with the college district and various user groups to develop the space program, assemble the consultant team, manage bidding and construction, and represent everyone's needs throughout the process.

     

    Broadcast Integration

    In parallel with the building work, we collaborated with KeyCode Media and Viper Cabling to upgrade the entire broadcast system. The new equipment meets current frequency requirements, incorporates ATSC 3.0 technology, uses remote master control, and fits seamlessly into the renovated studio spaces. This positions KVCR to provide world-class programming while advancing the educational mission of the community college.

     

    Broadcast Tower

    After studying the existing tower's structural capacity, we determined that building a new 345-foot tower would be more cost-effective for transmitting the television and radio signal. The tower site presented unique challenges: environmentally sensitive tribal land with endangered species habitat. Beyond standard construction permits, we secured approvals from NEPA, CEQA, FCC, PBS, tribal monitoring authorities, and March Air Reserve Base for flight path clearance.

     

    Results

    In two years, KVCR transformed from an outdated facility into a fully modernized broadcast center. The new equipment and digital platform expanded the station's capabilities and reach, growing their audience and enhancing content quality for both the college and the broader community. When the pandemic hit, these upgraded systems immediately proved their value—supporting local schools, emergency broadcasters, and community media when connection mattered most.
